You need to do that every time before using it?

To touch the calibration weights (well ANY calibrations weights that is) with bare fingers will add weight due to the fingerprint and oil on the fingers which would alter the calibration. If it would alter enough to make the calibration a little off in this case who knows but I wouldn't be that surprised since it´s 1/1000 or a gram resolution we talk about here. Always take any calibration weight with clean tweezers or similar.

The calibration would pass even if it would be off a few % or so because it assumes the calibration weights are fully ok and then use this as a set value. It will only not pass if the calibration value received is over a certain limit but under this would most likely still be enough.to have a small error in the measurements.
